Rto — licence process stuck at rto level

I have applied for car ll online and uploaded all required documents, paid rto fees and also have a receipt of my payments.

Now from last 10 days on rto web site my application is under status
"application is under processing at rto level."
And not moving ahead. I have tried phone, email every thing but no one replying on those numbers and emails.

Where should i complaint for there unprofessional behavior and how should i move my application process ahead. All phone numbers and email are not working or fake on rto website.
