Rto — vehicle registration

Hi,
I am hitesh sahu. I registered my vehicle 2 years ago having chassis no md2a74bz3gwc03410, engine no jhzwgc43229. I was given registration number mh14fr3023. I have the receipts while doing registration. But i never received rc book. If i search this registration number online, it shows different owner name. Can you please check what happened to my application.

Https://parivahan.gov.in/payments/ site does not accept the online payment.

when ever I try to pay, I am getting same error message.

Token number mismatch, Plaese wait for 15 minutes and proceed with VERIFY PAY STATUS

I tried on multiple days and multiple times after 15 minutes but no luck.
