Samaj Kalyan Vibhag Nagpur — for not getting caution money and other fees refund since 1st year

Sir i am the student of wainganga college of engg and mngt, dongargaon nagpur. I completed my be in the year 2015.. I had given a caution money and other fees to the college every year near about 10000. According to rules of govt authorities the caution money and other fees get refunded, but our college hadn't given any type of refund till now. So, plz help us to get our caution money and other fees back.
