Samaj Kalyan Vibhag Nagpur — Not getting OBC freeship

Sir, I am Nouman Jamal, student of GNIET college, nagpur.I belong to OBC category so I am eligible for freeship.But when I came to my final year, my college tells me to paid full fees(approx. 60000rs) and told me that you will gets half money back when your freeship will come.Now my freeship has come but my college says that Samaj Kalyan Vibhag don't have funds to return my money.Now it's been more than a year and still I have not get my money. Please tell me want should I do. Do reply me as early as possible.
