satyam somani — TDR amount not refunded

I had filed for TDR on 27th March at 23:22 hrs for Punjab mail train (Train no-12138) which was late by more than 3 hours at HARDA Station. Railways is telling that train was not late by 3 hours but railways site itself clearly shows train was late by 4 hours.
