SBI Verified By VISA Service — Unable to register under Verified by Visa

For last 10 months I have been trying to register my SBI Debit Card in Verified By Visa available. It does not take anywhere. It shows HTTP Status 404... required resource not available. When I lodged a complaint, they have resolved saying "contact base branch". I fail to understand what base branch will do for Site related issues. When I called up the customer service center, after asking sufficient questions, they people again said to contact base branch. Base branch says that as I am able to withdraw cash from ATM, their responsibility is completed. I personally feel that it is not the issue with the branch and has to be dealt with by the Software team. I am able to get this site of all other banks except SBI.
