Scholarship — 2 years college obc scholarship not received.

I was a b. E computer science student of "shah and anchor kutchhi engineering college, chembur, mumbai" of the year 2013 batch.
During the financial years 2011-12 and 2012-13, i have paid complete tuition fees and applied for a refund of 50% of the fee being an obc candidate and completed all formalities.
My college registration number was :7753.

However, even after 4 years i have not yet received the refund of the 50% fees.in this connection, i have visited the maharashtra state social welfare board, chembur and was told that when the scholarship is granted the same will be informed to the college. I have called and visited the college many times and was told my refund sanction has not been received yet.

I would request your attention to kindly look into the matter.
