Shadowfox — Not delivered

I have a parcel which is not been delivered by the concern delivery partner of Savanna which is a shadowfox they have already delayed the deliver by three times and it's not getting delivered and its showing the delivery would be attempted tomorrow .how many times can I wait and the delivery guy not picking up my calls i called him 7 times and he did not answered one time also either it is busy or he is not intentionally picking up and in the Savannah website its stated the delivery will be attempted thrice if it's not done this then the parcel will be again returned to them and the refunding will come to me and either the parcel is also not getting delivered nor its going back what can i do.The delivery place is 20 minutes away from where I live and they are not getting the parcel delivered.
