Shalimar Estate (P) Ltd. Chandigarh — Registration of Plot is Delayed on what Technical grounds ?

I am an applicant of plot no.214P, of 10 Marla in Shalimar Enclave, Village Nagall/Allipur-Panchculla. On dated[protected], the company issued a public notice that since the matter is subjudice in High Court of Punjab and Haryana on some technical issues, as such the possession of plots may be delayed. When i tried to know the technical issues by visiting/writing the office then no responsible person was available to satisfy my queries. Till date i visited many times and written many letters but of no use.I want to know under what circumstances/technical issues the registration is being delayed?? Were they not be avoidable or pre tackled ?? If so then who is responsible for so much harrasment to the Applicants ?? Hope court will look into the whole affair thouroughly.
