Shell Oil company — wrong meter at petrol pump

I refuelled my renault kwid vehicle, the full capacity of my car is 28 litre. The bill showed 27.40 litre was topped up in my vehicle which is practically not possible because the maximum my car fill upto is 24 litres. When i went for refuelling i already had 3 to 4 litres in my car.. This is a case of complete forgery... The refuelling station is situated in yeshwantpur bangalore... I had already given a complaint to the manager, but he is least bothered..
