Shine City — no possession of plot after full payment and registration of plot (registry completed)

I booked a plot in shine city xhevaire elegance phase - iii (Plot no c -118) in the month of july 2015 and after all full payment pay we are done registry in july 2015. After registry they was given a date for the possession in july 2016. When we contact in july 2016, company said 'they need some more time because the road infront of township was under proposal for widening by govt, so they need some approval from lucknow authorities. After that when we contact again in april 2017 company says that site was under development and boundary wall work is in progress after they they split the plots from whole land. After that we are contact in august 2017 for plot then they say after rainy season we again start our work then they will contact me but after all we wait 1 year but they did not call.in july 2018 they gave another date in december 2018 and in nov 2018 they contact me for kyc purpose and say that you will mail your all documents for plot distribution. After submission of kyc to the company they was not attending any calls. His website was also closed. We are try to contact agent/company employee but no one is responding. His office was also close when we visit there. Everybody in the company is avoiding taking calls.

I requested to the refund department to refund my registry amount but they are not replying too. It seems that i am being cheated by the company.

I need your help to get, my money back.
