Shining India Online Shopping — no delivery of product after payment

I placed order online on 11th feb 2019 n received sms with confirmation order number and statement of possible delivery withing 12 -14 days. But afterward no information about my delivery. I contacted on given mobile number but swtiched off. I wrote email to given customer care but no responce. My money is lost and they are cheater. I am looking forward to take legal action against them if anyone have idea please guide me the way forward.

I ordered a party wear dress from the above company. I got an SMS saying your Order number is 69898 .No information after the message.didnot get the item delivered even after a month. will i get the money back?
