SVP — customer harassment

I have made all payments to builder, after getting n. O. C from builder i got possession certificate of my flat. But when we contacted them for registry, builder has instructed his lawyer to take extra rs 8000 towards difference in payment. I don't understand how difference in payment comes in picture when i have paid full amount and taken n. O. C from builder itself. When in the month of august i requested for registry at that time they were not asking the extra amount but now they are asking extra amount. This is a clear cheating with the customer. Earlier also they took unnecessarily charges even after getting all payments on time. The worst part of it is that no one from builder side is ready to listen your issue, its only one way communications that they do, the experience with the customer is pathetic and i would never suggest any one to deal with this group.
