Syndicate Bank — housing loan

Sir
I am central government staff. I applied housing loan to syn bank at dssc br niligiris what ever documents asketed bank i submitted i got legal openen from consation advocate and approval also now the manager asked land regularisation certificate i find out panchayat they said here no layout no drawing for hills station but i spent rs 4000 for bank loan now branch manager said we don't give housing loan pl approch other bank
