Tamil Nadu Electricity Board — energy meter issue and billing system

It is commonly stated that the tneb is second in corruption department.
I thought it to be only the personnel work with the department is corrupted, but the system itself seems to have certain practices which are not logically right.
My case here: the energy meter supplied and installed by the tneb went fault. It was identified to be so, because of very less charges calculated.
The meter was hence changed from an analog to digital.
The reading for the next billing cycle was too high and we again registered a complaint. The meter was changed and it worked well for one billing cycle and again became fault. This time the meter reading was low. This kind of fluctuated readings were observed in a span of around 18 months.
So, when a meter reading was low, the tneb billing system is set to take an average of the "highest readings" in the past one year.

My case is that, i had complained that the meter is running high than normal (It is proved after changing) and the charges are not reasonable.

Now when the meter is not working properly and the previous average reading to be taken from the fault reading is to be considered, we are being cheated/exploited.

It is proved obvious that the previous readings which were high are wrong, how can the department consider the fault reading as average.

When the complaint was taken to the tneb office, they had considered and levied a nominal charge which was quite convincing; however, at the end of the financial year or the annual closing schedule as per tneb, the concession provided earlier is being compensated by way of cc charges arrears etc.
