Tanjore Tourism — that travel agent never back my money rp23000

As im from malaysia. Already do full payment for tour ringgit malaysia 13000 via western union money transfer before i reach chennai on 3rd march 2017. But my travell agent name ajith prasath borrow from me rp15000 at ooty for pay hotel. Actualy he not in that place but he call me and ask me to give the cash to our tempo driver.
Again at tirupathi he ask again rp5000 to give to tempo driver for petrol money. We already paid for for our stay, tour and breakfast in one package. But last 3 days we paid our breakfast by our own money.. So that 3day breakfast money rp3000. Total rp23000. (Ringgit malaysia 1500).
12 days im at tamilnadu, everyday i was calling him ask for my money, but he telling lie and never turn up. Even last day he said already arrange the cash and he wan on his way to chennai airport to give back my money.. But never turn up. Its almost 4 month plus, i never get back my money. Every time i call him, he ignore my call.. This how tamilnadu agent treat us from malaysia as tourist? We trust our tamil tour agent for our tour days there.. But cause of some agent like ajith prasath all name spoil. Please i need my money back. Hope some one can help me on this problem
