Tata Capital — Cancellation of personal loan which is not credit into my account

I applied for personal loan in Tata capital for my father's heart surgery. But it's not credit in my account in time because I have not submitted my bank cheques which I don't know before applying and they not intimated me. So I took the required amount outside to complete the payments at Hospital. Now I don't required this loan and same requested to the sales person. But he is telling that I need to pay cancellation charges against the cancellation. I told him why should I have to pay for that which is not credited in my account and I have not even submitted all docs as per their policy. Am where disappointed and irritated with their response.
