Tata Consultancy Services — Tcs it mgr behavior issue

Very recently i heard of a disgusting story about a it mgr in tcs, sipcot campus, sirursiri. The lady in discussion was considered to be a very efficient and talented etl resources in tcs and seems to have some accolades as well for her work. Guess, she was made manager recently. Now coming to the incident which made me feel so disgusted. This lady manager had sent an email to her team member asking for a favor and the favor was to book a meeting room. I learnt that this was a pretty normal thing with their leads and mgrs in their team. This same mgr has asked other team members for such similar "favors" i understand that booking a meeting room is simple, easy and trivial thing which should not take hours to complete or assign it as a task to someone. This incident is a trivial from the first look but kindly look it into a bit deeper.
Is that the working culture across tcs?
Is it wrong to consider the probability that the current team members who would be mgrs later will breed a similar attitude towards their team member?
Is there no probability that such a mgr actually is reaping accolades of the work done by others?
In the mail that this lady mgr sent, there were other team leads and mgrs in copy. So it seems like people are already supporting such actions?
As trivial as this issue may, is there no possibility that more severe acts of bureaucratic behavior in indian corporate giants like tcs?
A recent report has already pointed out that the bureaucracy in india is the worst in asia in 2012 and one of the reason that many professionals are moving abroad is cuz they fed up of it, should that be the case 4 years later as well?
I can write a huge article on this but i feel disgusted more and more i think of such a mind set as it does remind of the close link to our slavery a few decades ago. This incident could only be the tip of disgusting bureaucratic iceberg.
