Taxiforsure — not refunding excess cjharge

I had availed a taxi from India gate to IGI airport on 15 Feb 15 for which I was charged 483/-. The actual charges were only 270/- . Since the machine was malfunctioning, the driver told me that we will refund the amount within two working days. Its two months now, I have called up Taxi for sure 100 times. Now tired of the same, I would like to lodge a complaint and if I do not get a response, I would like to go to the consumer forum for redressing my problem This is the last time I am availing your services.
