TCS — Offer not released

Attended interview and got selected and Compensation splitup was sent to me in feb'2022 but offer not yet released after a month they are saying that they cant able to proceed because since my profile was referred by a consultancy and their commission amount is not acceptable by TCS as it is too high but they are saying this in last minute even i have resigned in my current company .

I even said am ready to negotiate whatever the consultancy is asking but they are saying we cant proceed further. Am not sure whom to reach out .
