The Professional Couriers — item not delivered and refused to deliver

This is regarding the parcel sent from bangalore to bokaro -

today is 11 days since i sent the courier and the courier has not reached yet, the lady who is in charge of chas bokaro professional courier refused to deliver the consignment saying she doenot have staff to deliver the courier since 4-5 days.
Is this the way your company works is my question... I mean this is really not done and is not truly professional and doesnot stands with your name.
Really very very bad service. Truly dissatisfied and would like to have strict action and penalty on this delay in delivery
Also i have raised a complaint - crm290971 for this issue
