Tirumala Music center — regarding encashment of nsc

I had bought 13 national savings certificates 10000/- each (Total rs 130, 000/-) from pimpr pf post office. The date of maturity was 21.01.2018. On 22.01.2018 i went for encashment, but the post master told that i have to open an account in the post office. But, as i am already having savings bank account in vijaya bank i denied.
