Toll TAX — Taking toll tax for local within 5KM area

NH 27 Similiya toll is Arbitrary according them. I have crossed NH27 simliya toll tax and many time they are allowing us to pass in local(free) after showing local ID proof as we are residency with in 5KM area.
But now some times they are not allowing us to pass
Please clear local cars are allowed or not if resident is within 5kM
