Tpsl India — Amount Deducted But Electricity bill not Paid

I used www.uppclonline.com to pay my electricity bill I selected to pay via my debit card but unfortunately when i entered my debit card details i was redirected to www.tpsl-india.in and it showed me error about the transaction failure.But the amount of Rs 970.78 was debited from my account, i try again but 970.78 debited from my account (TOTAL 970.78+970.78=1941.56) but in www.uppclonline.in it still showing i have to pay my bill. The transaction was not completed but amount has been debited from my account. This is my request to refund my amount 1941.56 so that i can further retry to pay my bill.
