Traffic Police, Vizag — parked the car in the no parking zone and left on the road while other car are blocked

I stay in akkireddipalem. I was going out today morning in my car and this car "ka 51 ac 7721" was parked in the no parking zone. This car was parked on the street and another car can not come in or go out of the street. I was honking for at least 25 minutes but the concerned owner did not come out. Later after 1 hour, he moved his car. All cars were blocked for 1 hour because of his negligence and violating traffic rules and parking. Please kindly take action on the vehicle owner.
