TVS WEGO — About self start, Mileage and noisey voice

I have purchased TVS Wego in August 2014. I have faced lots of problems like unwanted niose. All times while servising service center taken charges so I want toask you that what is meant by FREE Servising. Even they also added labour charges. I am facing self start problem form long day, when I gone to service center they suggest me to change battery, still problem remains same then they told me their is loose connection of fuse. In free servising theyyour centers are not giving any single facility with free of cost.
