Uco Bank — payment not received

I goutam hazra, am a savings bank a/c holder no. [protected] o[censored]co bank, bamangachi branch howrah, ifsc-ucba0001758.
My. Atm no.[protected].
Today (11/09/17 at 7.04pm) i have tried to withdraw some money from my near by axix bank atm point (Bpcn159004) & do process as usual but print out came & shows that "transaction declined". No money came out afterthat i tried my uco bank, salkia br. That shows processor down.

Certainly i have got a sms that informed me rs.3000/- has been deducted from my said account. Few time later i have asking for a mini statement that shows another 1000/- has already been debited. Finaly i have lost rs4000/-, whereas i have'nt got any single money

All print out with me, how can i get back my money.

Please help.
