Uco Bank — transaction disabled - ipo applying

Uco bank - kolkata br.-700107
In internet banking i can operate with user id & password,
But the problem occurring whenever i try to apply for ipo
Flashing "user is already disabled for transaction"
This kind of malfunctioning persists for the last 3 months.
Another complain - chq. Book requests,
Reqesting for the last 3 months to send per courier service
Utterly failed.
