UGVCL — unethical behaviour from your technician @ gota branch

I paid inr 100 as re-connection charges on 29 mar 2018 @ your gota branch (This office is very difficult to locate). The officer said to me that by evening he will be sending technicians to restore the connection. However, it did not happen.
From 30 mar 2018 to 06 apr 2018, i went thrice to your gota office requesting them to send technicians to restore the connection. Each time they would give me a time line (For example by 12.00 pm, by 1.00 pm, by 6.00 pm) by which connection would be restored. But each time it did not happen
I was facing lot of trouble due to no electricity @ my home and also lot of my time and energy was wasted here. Finally on 07 apr 2018 (10 days - after me paying late charges), i went to your gota office and asked them to send a technician with me right away. The officer looking @ my situation and concern, sent a technician with me.
The technician came and restored the connection (Hardly 2 mint job). But then the problem started

The technician demanded to give 200 inr to him. I quizzed him for what should i pay him. I had already paid for late charges 10 days ago. This is company's responsibility to ensure services are being rendered on time, especially since late charges are already paid.
The technician said he did me a favor by restoring the connection else it would be off for more days.
Also, he said that he would be around in the area and i will need him since ugvcl will be cutting connection on regular basis.
After lot of discussion i gave him 50 inr and asked him to leave.

I simply fail to understand such unethical behavior by one of your technician. If i had to bring in a technician and pay him then why is the company charging me 100 inr as connection charges.

Ps:
- i do not know the name of the technician. But can describe him (He has restricted eye sight/vision). He is stationed at your gota branch.
