Unauthorized Construction — unauthorized construction in dilshad garden

Myself anil gupta, resident of block-r, 72-b, dilshad garden, wants to bring into your knowledge that block-r 72-f has made unauthorized construction in his flat. He has made one extra room at front courtyard and balcony at the back of his flat which is not allotted by dda. I want to know that dda has given permission to flat 72-f for this construction or not? If dda has not permitted for this construction then how they have made this construction. If not, then why there is no action has been taken till now? Please clarify.
