University Of Petroleum & Energy Studies [UPES] — the ups did not refund my fees and when tried to contact them nobody hears

Sir i am swapnil pal i had taken admission in upes law course in july 2016 but due to admission in another law college i had to withdraw from upes. When asked for refund of fees they said u have to submit refund application via email when i sent the refund application nobody contacted me and when tried to call them their phones are either out of coverage or switched off
