Up Government — I m complaining about my refundable fees

I submitted my scholarship form in november 2021 and now on feb 2022 i get yo know about scholarship status when i checked my status its show that my scholarship is not approved due to less than 75% of attendence
Our classes start on 10 october onwards and i attend all my classes so on what basis they are saying my percentage of attendance in less than 75 my fees is 24000 of m.sc in biotechnology .please help me out my nexf year fees is upto my scholarship
