UPI — upi transaction... complaint on upi

I have done a upi transaction on 30 december. The transaction has failed but the money was debited from my account. These are the transaction details

I have called state bank customer care but they are telling that there is no way to register a complaint. The branch manager is suggesting to register an online complaint at toll free number.
