UPS — shipment not received

We've been interacting with UPS for a shipment of paper products received from our H.O. on 3/7/19. UPS has been harassing us saying that our shipments requires customs clearance, we fail to understand from when do customs require a clearance for paper products. If it does require the clearance then every document received by anybody worldwide even through courier should require a customs clearance. Despite this we've submitted almost all necessary documentation yet they have not released our shipments. We've called & written several mails but have'nt received a response. Very disappointed with UPS's services.
