I have registered for upsc cds exam. I couldn't complete the whole procedure but cash has been debited .. will it be refunded? Reg id- [protected]

UPTET 2018 site is not working properly.I have tried filling out form numerous time but shows same error or says service is unavailable.Many others are facing same problems.
Please look forward into matter
