Uttar Pradesh Power Corporation [UPPCL] — I'm complaining about a flat which has done meter bypass to use there devices with high load like ac and heater.

They have done meter bypass to run half of the devices. There air conditioner is on all day and night, there water pump is on for hours, they use heater to cook food and lots more but then also there bill amount is very less then expected.
Kindly check this issue and fine them so that they dont try to do such things in future.
