Velex Logistics Private Limited — PAN Card not delivered

My PAN No ABIHS9331M had been alloted on May 10, 2022 and the same has been dispatch via Velex (AWB [protected]) .

I got a call from the delivery guy who says "I have your courier but will only deliver if you pay Rs. 50 as delivery charges for the same. First i argued with him about the same as the courier is paid for, then i agreed that okay you deliver the document and i will pay Rs. 50.

But i have still not received my PAN Card yet.
