Venkteshwara Open University — No certificates issued

I am Govindu Uday Bhaskar

I have paid fee for Venkateshwara Open University University in Lekhi, Arunachal Pradesh. I have received three semesters marksheet but Final sem - 4th semester marksheet is still pending. I wrote number of mails to the mail id [protected]@voussm.edu.in mentioned in website www.voussm.edu.in but i didn't get any reply from them its been one and half year. still i am not getting any response from them and also i tried calling to the contact number [protected] mentioned in the website but the number is not working and its says switched off everytime. I also tried to get a physical address on google maps but the address not found and enquired through local persons there is not university found on the surroundings of that area. Could anyone please assist on this.
