Via.com — Not refunding money for flight cancelled and refunded by airline

I had booked airline tickets for 3 people from Pune to Guwahati and return through VIA.COM. Booking Reference FMNAA3AJY4JMK
Onward through Vistara Airline - date 1-May-2020
Return through Indigo Airline - date 12-May-2020 - PNR HIPDHJ
Indigo has cancelled and returned the money to VIA.COM
However VIA.COM has not returned money despite many emails. Their call center do not answer calls for hours.
Indigo has cleared responded to me many times that they have refunded the amount to travel agency.
Total amount paid for both to and fro was Rs 41803.0
How do i get my money back from VIA.COM ?

Dear Sir
After repeated followup and complaints, Flight Raja / Via.COM refunded me a very small amount against my original payment.

I paid Rs 41803.0 for return ticket from Pune to Guwahato and back
They have refunded me only Rs 7, 530 + 9723 = 17253

I know that airlines have refunded full money on cancellation due to COVID lockdown
How do I proceed with this cheating by the travel company?
