Respected sir/madam,

With due respect i, kalpana ghosh beg to state the following lines for your kind information and favorable orders please.

I have a auto vide no. Wb25c5606 and as a woman for look after the auto i keep a driver gobinda dey and the auto route permitted is baguhati to satgachi. On 22.05.2018 at 1130 am dum dum police station take over the auto when the auto loaded with passenger and without intimation regarding cause of arrest of gobinda dey and seized the auto. The auto kept in police station and all the documents regarding blue book, insurance paper, tax document, permit & driving license etc handed over to mr. Mridul roy, io (Mobile no - [protected]). But after depositing the all vital documents mr. Mridul roy, io don’t provide seizure list even after repeated request. Mr. Mridul roy suggested to contact with mr. Ashim biswas (Muhuri) for assistance but he also told that he is unable to provide any seizure list and without any seizure list driver gobinda dey returned home.

On 25.05.18, mr. Mridul roy called to driver gobinda dey and arrested the driver and kept in lock up for 3 hours at barrackpore court. Mr. Muhuri helped and to release the driver through bail.

The court ordered to release the auto on 29.05.18. After that the driver including baguiati-satgachi route - union members went to dum dum police station at 8 pm. They met with mr. Mridul roy, io and requested for releasing the auto but he told wait for some time. After that mr. Mridul roy, io told us to come tomorrow at 10 am.

Suddenly, at 12 am of night mr. Ashim biswas, muhuri called my driver gobinda dey and told to come at 5 am at the early morning on 30.05.18 and take the auto from the police station. After that mr. Mridul roy called me at 4 am in the early morning to my driver come immediately to the police station because his duty was over. According to the phone call of mr. Mridul roy, io we went to the police station immediately and took the auto. Thereafter asked about the documents which was deposited to police station by mr. Mridul roy, io through mr. Ashim biswas, muhuri, he told me come at 10 am for the documents.

On 30.05.18, we reached to the police station at 10 am. My driver gobinda dey met with the mridul roy, io for the documents i. E. Blue book etc. But mr. Mridul roy, io demanded rs.5, 000/- for the papers. My driver told that he is unable to paid the above amount as already spent the huge amount for the above case and facing financial problem and to forgive us and to provide the documents. Thereafter, mr. Mridul roy, io told that come at night and meets me when my duty is over. Every time we saw him on off duty in civil dress when he called us.in the above, he harassed us continuously. The amount paid to the concerned official is as under :-

On 10.06.18, mr. Mridul roy, io called my driver over telephone to the police station at 8.30 pm and asked for the documents except the blue book & the driving license because these two were missing. He also told that me that he was already written a gd for missing of blue book and driving license and require signature of my driver on the above paper which. My driver refused for signature but mr. Mridul roy threatened us and took pressure/forcefully for the signature on the gd and a application for which was written by the mr. Mridul roy or any other kept in police station. After signature the gd returned and told us to go to the motor vehicle office, barasat and collect my blue book & driving license from there and thereafter come to the police station, meet with me and take the remaining documents.

I was waiting at police station and in a separate room, forcibly signed obtained by the io, mr. Mridul roy from my driver, he was not well educated and not understand the english, he signed on that paper where mr. Mridul roy wrote that the blue book and license were missing at gorabazar.

On 13.06.2018, i want to meet oc, dum dum police station to discus and necessary guidelines for the above incident/ harassment. But the i am unable to meet with the oc or 2nd officer. The on duty constable said that “if you want to talk with the officer in charge of the police station then come at 7 pm in the evening”. We went to the police station at 7 pm but still the constable don’t allow to meet with the officer in-charge and told that meet with the second officer of the police station. After some time the constable said that “you are only allowed to talk with mr. Mridul roy, io. After that i talk with the io and told about blue book, driving license, but he told that you may any place or complaint any authority, i don’t have any blue book or driving license.

I am a woman and working hard to manage my family but it is my practical experience about police system as well as their corruption, working style and how they were collected the money from the poor auto driver and public. It is unbelievable that a govt servant as like as mr. Mridul roy, io or mr. Ashim biswas, muhuri collected the money per day rs.3000/- from one person. So, every day how much amount collected and goes in the pocket and at the same time harassed the poor personnel as like as me.

In view of the above, it is requested to look into the matter and to solve the problems and to punish the above personnel for harassments, threatening for collection of money, lost of my blue book and lost of my driver’s driving license and forcibly signed by io, mridul roy for false missing gd entry.

The gd no. Of dum dum police station is 1218/18 dated 22.05.2018 and all the supporting documents regarding register of case is attached with this application.
