West Bengal State Electricity Distribution Company [WBSEDCL] — Complaint about 19121 not working.

There was a power cut problem at my house. I tried n number of times 19121 but I got only one answer, please check the number you have dialled. The customer care number mentioned in the bill is also not getting connected. I personally went to wbsedcl office in salt Lake for complaint but still nobody came. Whom do I approach for complaint Redressal.
