West Bengal State Electricity Distribution Company [WBSEDCL] — hooking the street electricity

Dear sir,
I'm living in the rented house (Holding no. 14, mitra para road, naihati, west bengal). And i have a doubt that, the owner of that mentioned house, where i living as a tenant, the house owner is dishonest and might be hooked the street electricity to connect with his house's power, with the intention that to reduce the electricity bill. And the dishonest activity destroy the government assets. The owner also harrassed us by taking excess electricity bill, and i aslo suffer with low voltage problems.
Please, identify properly with my request. And i'm sure you don't disappoint.
