Xpressbees — wrong handset delivered

I ordered a oppo reno 10x zoom handset sealed box. But when i opened the package i found it was a second hand vivo smartphone. The person took my money and just ran. Now the dealer is declining to response. Dealer's phone number:[protected], and delivery boy's number:[protected].
The package was coming through expressbees delivery, my tracking id: [protected].
I just need my money back. I paid rs 9000.
I have even the bills.
