Aircel — refund my balance for aircel no [protected]

I belong from up east. I haven't finding aircel network from 20th of february 2018. My aircel no is [protected].
I have a lot of balance in my aircel account about rs.1200. The network is totally unavailable from february 2018 without being any messages or notice to me.
I got suggestions from consumer forum. The complain no is 670125 dated 1/4/2018.
Sir please confirm me that;
In up east will aircel network to be continued or not???
