Airtel — dth charges

When i am selecting channels of my own choice there are nfc charges of 179rs. While choosing customized channel pack provided by airtel there are no such charges includes. Selecting of own channels has no ootion for long term package while the customized pack has long term package. Why this difference and what is the use of selecting own channels and paying the unnecessary charges. Is this approved by government if yes provide the details with document copy from government
