Airtel — i can't send sms from my airtel number.

I can't send massage from my prepaid number to any other number not even to 121
I talked to customer care yesterday and today i got reply that it's because of bad network in my area, how foolish the ans. Is,
I gone at airtel office @ 3b2 mohali 3 times but did't get any help, they asking me that they send a mail on behalf of me but still did't get reply...
