Airtel — refund needed

I requested for new connection for my area. Ch 600081 15 days ago.
I paid the installation fee of rs. 500/-, i have provided the crf no below for further assistance, but the technical told me that my area is not feasible for new connection. My registered number is : [protected]. I want my refund. If my area is not feasible cant you tell me before accepting the money?
