Airtel — Regarding broadband connection shifting

Hii airtel, i applied for broadband connection shifting from 1 city to another they said will happen in 3days but after 8 days there is no resolution to my request.
I already paid my bills but I am not able to use services. And there is no customer care no for non airtel user how a person can contact them.
Thirdly I try to book new connection then they are saying that will install connection in 1hr in your are but there 4500rs charges for that tell me if I already paid my bills and you have availability in my area then why this silly things that purchase new connection what will I do with old connection ?
