Airtel — Sim card charged Rs 50 which should be of 25

Hi The Airtel relationship centre at PCMC near DY Patil College YCM Pune is charging Rs 50 for new sim cards and they are not ready to give you any receipt of Rs 50. A new sim card should be of Rs 25. All other service provider take Rs 25 an they give you recipt also. What should I say If someone is charging double and that of not giving you any recipt, A fraud or a Cheater, Can any one help me wiith correct way of lodging this incident to higher authority.
