Blue Dart Express — Parcel was handed over to some one else without identity check

A government document parcel was to be delivered to me at the residential address. But at the time no one was available at that address. The guy delivered it to someone else without even checking the identity proof. I asked them to get back my parcel but they didn't do it. Now I have lost my Parcel.
